LED - All lit but no chase (Step 20 in build instructions)

So I power on the unit and expect the device to go through until just the green 'voice' light is lit. However, when I plug it in, all the leds are lit up and none are going un-lit. 

Thanks for any advice.

    If you have already do the different voltage tests, insert all the IC in the good way, correctly connect the main board. Perhaps you forget to put the firmware on the sd card? Sorry, I can't help you better than that...

    Yeah, it has to be the firmware. I'm going to go back over that to see if I did something wrong.
