OSC and Step note relationship

This is probably quite obvious but I'd like it confirmed. In Step Edit mode the manual talks of notes between -63/+63. The firmware actually has notes instead of numbers with the default appearing to be D#5. This doesn't appear to be a correctly tuned, absolute D#5 but more relative to the main OSC which is just a number. Is this correct? There isn't some absolute tuning magic going here and the note values are just arbitrary?
