5V are supplied from the front to the mainboard via P1. The LF33 on the mainboard makes the 3.3V for the STM32 chip. these 3.3V are returned to the P1 connector (used for the HC4050 IC)
there should be no continuity (multimeter beeps when the 2 probes touch) between 3V3 and 5V as well as no connection between 3V3 and GND.
pin 21-22 it's not ok, I have +2.3v on power on, after 120sec I have only +0.9v.
you don't have the display installed yet? I'd say install it so we can better see what's happening. since the voltages are stable there should be no short.
at the moment I'm clueless, but with the display we could see at least some error messages.

could you measure continuity between the 3V3 and GND pin on P1 (mainboard connector) without the mainbaord attached?
on first sight the soldering looks good.
it sounds like a short somewhere. maibe some cut of resistor leg or a little bit of solder got onto the mainboard.

besides the LEDs, is the rest working?
can you navigate the menu and load presets?
the question now is if just the LEDs have a fault or if the rest is not working, too.
